AUGUST 2024 UPDATE
It has been a busy summer for the Neighbourhood Plan Steering Group and NP Residents Working Group. A call for sites is due to be released with the next months Parish Newsletter. Outstanding actions that still have to be sorted are: location of clubs and societies in the Parish as well as a list of employers in the parish is still to be formulated.
Local Plan:
The latest draft of The Local Plan was accepted by the full Council on the 30th July 2024. There will now be a period of public consultation known as “Pre-Submission Regulation 19, Local Plan”.
The Draft Plan and all of the comments received in the public consultation period will be forwarded to the Planning Inspectorate for examination.
As part of HM Government strategy for building new housing, Uttlesford District Council were given a total of 13,860 homes to be built over the next 18 years, although approximately 8000 of these have already been built or have received planning permission.
Of that number Hatfield Broad Oak were initially given a quota of 111 houses to be provided in the parish. That number was subsequently increased to 113 at Regulation 18 stage, last November.
The Parish Council, on behalf of the Neighbourhood Plan Steering Committee, raised concerns at the time about the number of houses allocated to Hatfield Broad Oak.
Now we have reached Regulation 19 stage, and our quota has been raised again, to 115 homes.
The methodology used by the District Council is, in our opinion, still flawed and we will be, yet again, submitting our objection to that number.

MAY 2024 UPDATE
Members of the Working Group and Steering Committee have been meeting in preparation for the upcoming Flower Festival, where there will be a stall for the Neighbourhood Plan. Please come and speak with us to share your views on what makes HBO great and your vision for its future. If you are considering volunteering, we have a sign-up sheet for those interested.
We are still waiting on the analysis of the surveys submitted in April and hope to have an update for you in June!
APRIL 2024 UPDATE
On March 11th 2024 resident questionnaires were distributed. The deadline for responses was extended from March 24th to April 7th.
Questionnaires have now been collected and are due to be analysed by the Rural Community Council of Essex (RCCE) who will send the findings back to the Parish Council.
Working group meetings are underway between members. Notes from meetings can be accessed from the Neighbourhood Plan menu titled ‘Meetings’.
